Wow! Tol naik 60% LAH!

Jika laporan Reuters akan menjadi kenyataan, menjelang awal tahun hadapan, pengguna lima lebuhraya akan dihadiahkan dengan kenaikan baru tol, sehingga mencecah 60%!

Laporan tersebut menyebut, pengumuman mengenainya akan dibuat esok, Khamis.

Arahan juga telah diberikan, supaya media tidak membesarkan kenaikan ini, untuk membendung kemarahan rakyat. Berikut, laporan Reuters berkenaan;

Malaysia road tolls to rise by up to 60 pct -source

KUALA LUMPUR, Dec 13 (Reuters) - Malaysia will announce on Thursday a sharp rise in road toll rates to help trim state subsidies, a source said on Wednesday, in a move that could spark a public outcry and raise inflation.

Tolls will go up by as much as 60 percent and will affect users of five highways in and around the capital, Kuala Lumpur, said the source, who attended an official briefing on the matter.

"The new rates take effect on Jan. 1," the source, who declined to be identified, told Reuters. "That's our New Year present."

A spokesman for the Works Minister confirmed that an announcement would be made at a news conference at 3.15 p.m. (0715 GMT) on Thursday. He declined to give details.

Under toll concession agreements that critics say favour operators, the government has to reimburse operators if traffic volumes and revenues fall short of pre-agreed projections.

Most of the highways were approved in the 1990s by the administration of then Prime Minister Mahathir Mohamad, which made privatisation and mega-projects one of its hallmarks.

Works Minister S. Samy Vellu said recently the government would have to fork out 2 billion ringgit ($565 million) in compensation to five highway operators if toll rates were not revised.

The operators include listed firms Gamuda Bhd (GAMU.KL: Quote, Profile , Research) and Lingkaran Trans Kota Holdings Bhd (LKTH.KL: Quote, Profile , Research).

Litrak operates the 40 km Damansara-Puchong highway, where the toll is to rise 60 percent, to 1.60 ringgit from 1 ringgit now, the source said.

Some 418,000 vehicles used the highway daily on average, reflecting a 14.5 percent compounded annual growth rate for the past seven years, rating firm RAM said in a review of Litrak.

Malaysia's annual inflation was 3.1 percent in October year-on-year, down from a 7-year-high of 4.8 percent in March. ($1=3.537 ringgit)

Hanya kerajaan baru pembangkang sahaja yang mampu mengkaji semula semua perjanjian konsesi operator toll sedia ada. Hanya undi untuk pembangkang yang lebih besar mampu menyekat kemaraan kerakusan seperti ini.

BN ni tak ada yang tak naik, Barang Naik, Benda Naik. Alah semuanya naik kecuali Speed limit yang turun. Itu pun untuk naikkan saman. Kalau tak naik, tentunya bukanlah BN.

A'kum Dato

Kerajaan dan pengusaha TOL adalah dua entiti yang sama kerana pengusaha tol pada hakikatnya adalah milik ahli konco-konco UMNO. Syarikat UMNO diberi konsesi TOL untuk mengaut keuntungan. Tidak hairanlah perjanjian berat sebelah diantara kerajaan dan konsesi diluluskan. Kerajaan (UMNO) tidak memikirkan masalah rakyat sebaliknya mementingkan perut nasi mereka (melalu syarikat UMNO).

Shame on you Malaysia! after 50 years of independence, corrupt leaders have established their businesses and think on how to rob our country wealth for their own greeds. So it does not come as a surprise when many highways were developed not to provide better infrastructure to public, instead to create wealth for UMNOputras.

I couldn't help but feel so upset to see most Malaysians especially Malays do not see this rampant corruption amongst politicians. It is time for us to change for betterment of our live. We totally reject and abhor UMNO's hypocrite leaders.

saya tak mengulas pasal tol, tapi lebih pada cdgn.saya check di website2 lain ada ke tempat2 mudah untuk bagi cdgn, macam takda.

so, just drop by here to give few suggestions.i am pretty sure leaders in pas hv discussed about this,yet as a person who love, respect and care about this islamic movement, here is my humble opinion as an outsider.

saya mencadangkan AJK2 PAS pusat membuat lebih banyak kenyataan2 rasmi, ulasan2 berkenaan hal-hal semasa dan hal-hal rakyat. maafkan jika salah, tetapi saya membayangkan AJK PAS pusat adalah 'bayangan' kabinet pas.

biro-biro itu adalah seumpama kementerian-kementerian pusat. saya yakin semuanya bergerak dan aktif, tetapi dalam dunia hari ini, ditambah dengan kuasa media, rakyat massa tidak tahu apa aktiviti2 'kementerian-kementerian' pas ini. saya mencadangkan AJK-AJK PAS pusat dengan portfolio masing-masing sentiasa memberikan pendirian-pendirian PAS dalam isu semasa, terutamanya mengikut portfolio masing-masing, respectively.

Biro Perpaduan Nasional contohnya, baru hari ini saya mendengar kenyataan rasmi biro perpaduan ini dalam mempertahankan tindakan MPKB. (maybe saya sebagai outsider terlepas pandang). Biro/lujnah-lujnah ini adalah 'shadow' kepada kementerian. apa sahaja langkah, polisi dan program kementerian terbabit, biro/lujnah yang berkaitan perlu memberi respons, pendapat, selain dari membentangkan polisi2 pas yang berkaitan. saya masih merasakan kebanyakan 'shadow minister' dalam PAS masih bersifat reaktif.

benar kita tidak ada media, tetapi kita ada internet. currently malaysia ada 10 juta pengguna aktif internet. this is an untapped resource. 10 juta pengguna dunia siber dari 25 juta rakyat malaysia, sekiranya kita dayakan, insya allah gelombang kebangkitan islam akan tersebar.

Lujnah penerangan adalah shadow kepada kementerian penerangan, lajnah perpaduan adalah shadow kepada kementerian perpaduan malaysia dan sewaktunya. alangkah bagusnya kalau lujnah-lujnah ini mempunyai pengaruh yang sama hebat dengan kementerian ini. untuk membina pengaruh, polisi dan pendirian-pendirian PAS mesti lebih gah kalau tidak pun setanding dengan pengaruh kementerian ini. untuk membina pengaruh, rakyat massa perlu kenal siapa kita dan biro kita.

untuk rakyat kenal, ingat dan tertanam dalam hati masak-masak, usaha konsisten 'mempromosikan' diri amat mustahak. saya yakin dalam pas semua kenal AJK-AJK pas pusat ini. orang2 bukan PAS, tetapi terlibat dalam usaha dakwah juga maybe kenal dan hormat.

tetapi pak mat di felda taib andak, tokey ah chong dan muthu tak pernah dengar nama2 ajk pas pusat ni. apatahlagi polisi2 pas dalam bidang-bidang yang terbabit.

saya merasa kurang seronok jika dato', hj mahfuz, salahuddin, ustaz nasha dsb yang sering mengeluarkan kenyataan menerangkan pendirian2 pas. tanpa mengurangkan usaha2 orang di atas alangkah eloknya jika biro-biro/lujnah2 ini juga turut sama sentiasa mengeluarkan kenyataan-kenyataan rasmi, kritikan rasmi dan pendirian terhadap tindakan kementerian kerajaan.

masyarakat tertunggu-tunggu. bila agaknya lujnah pendidikan akan keluarkan polisi-polisi atau kenyataan2 rasmi menerangkan pendirian PAS tentang sistem pendidikan negara? tentang kuota, bahasa melayu sebagai pengantar, kebejatan akhlak pelajar sekolah dsb? hanya sekadar satu contoh.

dan boleh jadi sahaja saya yang terlepas pandang tentang usaha yang sudah dilakukan lujnah-lujnah ini. harakah hanya 2 kali sebulan. terlalu banyak isu semasa dan isu massa yang perlu disentuh.

dalam isu tol, apa 'shadow ministry' PAS yang patut cepat bertindak keluarkan kenyataan rasmi PAS?

pimpinan pas kena cepat manfaatkan internet sebagai salah satu medan komunikasi.ini zaman anak muda.

saya letakkan pandangan di sini kerana saya tidak jumpa tempat lain yang mudah dan friendly untuk saya lontarkan cadangan selaku orang luar dari pas.

Saya cadangkan manifesto BA untuk PRU 12 nanti merangkumi: penghapusan kadar tol di semua pondok tol di seluruh negara(sebagaimana kerajaan PAS Terengganu dulu).

Elok kemarahan kita itu disalurkan kepada alternatif sebegini. Saya pohon mencadangkan.

Saya sebenarnya tak faham kenapa bebanan tol ini terletak juga dibahu kerajaan. Kerajaan bayar pihak syarikat untuk membina jalan, bagaimana pula tol boleh disetujui dikutip daripada rakyat? Adakah menerusi perjanjian sebenarnya kerajaan tidak membayar semua dan menolak bayaran kepada rakyat?

Dan benarkah pihak syarikat tidak mendapat keuntungan sedikitpun? Takkanlah! Bejuta2 kereta melalui tol setiap hari, tak logik tak dapat untung.

Tentang tol ini, sebenarnya ia banyak menekan wargakota, org kampung kuranglah sebab di kampung tiada tol. Jadi penerangan berkaitan ini boleh disebarkan dalam bentuk teknologi terkini spt internet. Kena cuba juga sedarkan masyarakat ttg ketidakjujuran kerajaan memerintah. Semuanya nak tolak pd rakyat. Dulu minyak, kemudian air, skrg tol.

Air naik, bukannya elok sangatpun kualiti air. Kadang2 air takdak. Ada setengah tempat takde air. Skrg tol, jalan gitu jugak, lubang sana sini, dah la tu jem serupa itu jugak. Tapi nak juga mintak naik. Kalau bayar lebih ni jaminan jalan tak jem mungkin takpe.

Mmg tak fikir keadaan rakyat langsung.

Mana Abdullah? Tidur ka? Kata seorang yang pemimpin Islam? Macam ini ka?

YB Dato'Paduka, Nasihatkan YAB TG Dato Hj Nik Abdul Aziz dan barisan exco yg lain jangan dok fikir dan mencari hujah nak beri laluan kpd hiburan yang melekakan orang melayu dan yg memberi kuasa pula juga orang melayu. Cukupah UMNO dan sekutunya yg menghancurkan melayu. Banyak lagi kerja dakwah yg harus dilakukan. Sudah berapa ramaikah orang memeluk agama Islam sejak Pas mentadbir Kelantan jika di bandingkan dgn kerja2dakwah yg dilakukan oleh Allahyarhan Tunku Abdul Rahman? Allahumma Labbayka, hantarlah tentaraMu untuk menyelamatkan umatmu yg mukhlisin dan tertindas di bumi Kelantan ini.

18/12: Nightmare continues in Sultan’s “Dream state”

The Star on Tuesday carried the front-page headline “Dream state – Sultan tells of his vision for Selangor”.

Speaking at the investiture ceremony in conjunction with his 61st birthday at the Istana Alam Shah in Klang on Monday, Sultan Sharafuddin Idris Shah said that for him, the most valuable gift was a peaceful and prosperous Selangor.

In his 20-minute speech, the Sultan called on:

•ELECTED representatives to work harder to serve the people.

•THE Selangor royal family to continue to uphold the good name of the royalty and state.

•CIVIL servants to carry out their work efficiently and cut red tape.

•THOSE concerned to improve certain areas to ensure that his subjects of various races live good and comfortable lives.

Nightmare however continues in the Sultan of Selangor’s ‘dream state” as his message has not been heard or heeded by the civil servants in his state, as testified by the following harrowing, tragic and outrageous tale narrated by Zara Davies Abdul Rahman, a businesswoman and mother of five, in a media conference which I arranged in Parliament this morning. Teresa Kok, DAP MP for Seputeh, was also present.

Zara still wept when recounting her frustration, anger and anguish at the indifferent, unfeeling and callous attitude of various government departments when for some 90 minutes she vainly tried to save the life of an accident victim, one Mohd Yusry whom she had not known before, near the Batu Tiga toll booth yesterday.

Mohd Yusry need not have died yesterday. All Malaysians must feel ashamed that the Sultan of Selangor’s vision of a “dream state” where civil servants carry out their work efficiently, competently and professionally has not been heard or heeded – and nightmares continue to terrorise the “dream state”.

This is Zara’s terrible story of an incompetent, unprofessional and even inhumane civil service:

On the 13th of December 2006, at approx 1.30pm a road traffic accident involving a driver driving a dark blue proton saga and a highway road sweeper of Malay decent, male, approx mid 20s (the road accident victim).

The location of the accident was about 150 - 200 meters from the Batu Tiga toll booth, elite highway in the direction towards KLIA.

I chanced upon this accident which had just happened while on my way back to work (Ampang via KESAS).

As I approached the accident site it seemed the victim was already dead, the driver who had knocked him down was standing near-by and nobody dared approach to lend assistance to the victim, almost as if this was one time were an invasion of privacy was taboo.

I stopped my vehicle and approached, upon examining the accident victim I found him to be still alive but heavily concussed, his pupils were completely dilated.

Suddenly the victim grabbed my hand and tried with all his might to raise himself to his feet. I tried to calm him and asked by-standers if an ambulance had been called. I was told it had not.

In a firm tone I told the driver of the car that hit the victim to call for an ambulance. He dialed 999, it rang until it could not ring anymore. He rang again, again it was not answered, he rang again and passed the phone to me. Finally someone answered (a man).

I informed him that I am reporting an accident a few hundred meters away from the Batu Tiga Toll in the direction of KLIA. He asked me my phone number and my name and which hospital was nearest. I gave the info and added that the nearest hospital to deal with this kind of trauma is probably Klang.

At 1.57pm I received a call from 03 3371 7989 the ambulance control center at Klang Hospital. The guy in charge of the control center asked to speak to me and asked for the location of the accident, which I gave adding that the victim was dying and that this was an extreme emergency.

The guy manning the control center did not know my location, so I repeated it clearly and concisely. It seemed that he needed to understand it for himself otherwise he could not pass on the information and dispatch the ambulance. It was a frustrating conversation. I repeated the details of my location and he asked me if I was sure that Klang was the nearest hospital. I repeated firmly, yes!

I told him the injuries of the victim hoping he would feel the urgency, instead he wanted to know whether "dia jatuh motor ke...?" I told him politely that his question is completely irrelevant and hurry up with the ambulance plus I have to hang up and attend to the victim.

I called back at 2.06pm to ask if an ambulance had been dispatched. The same guy told me "belum". He asked me the same questions...I answered them.

I warned him that the next time I make a call will be to the Menteri Besar's office to complain about his shoddy professionalism, so he'd better send out that ambulance immediately. I called Salamat Dollah at 2.08pm and he helped call Klang Hospital on my behalf to request they send out an ambulance immediately.

I waited and called the emergency control center at Klang Hospital at 2.36pm and asked the same guy if an ambulance had been dispatched, same answer, "belum".

He requested me to repeat the accident location again which I did. This time I told him that he need not understand it just write it down and give it to the ambulance driver along with my hp number.

I waited again. The victim was rolling in pain on the road, his head had a gash about 10cm long on the back of his head, the skin on his head was beginning to peel off. His left leg was completely broken and hanging by the flesh but the main artery was not severed, he was not loosing much blood. His workmate was cradling him in his arms and asking him to mengucap kalimah syahadah.

I tried to stop further damage to his left leg by securing it to his right leg. I told the few people around that he is going to die if we don't get him to hospital. Everyone was reluctant to put him in there car, all kinds of excuses... ada barang, kotor la, berdarah la... Meanwhile the victim was grabbing on to my clothes and body in pain, unable to talk possibly due to his head injury.

Finally the driver who knocked him down allowed us to use his car to send the victim to the hospital. But he was too shaken-up to drive. Another gentleman offered to drive but did not know how to exit the Elite highway to get towards Klang Hospital. I asked him to follow me and so we drove off as fast as we could head towards USJ - Federal Highway - Klang. We had to go through so many toll gates, some paying, some after explaining briefly, let us through.

On the Federal Highway despite our attempts to notify motorist that we were in a state of emergency many blocked our path and only relented to give way when I practically sat on my car horn.

We arrived in Klang and I called the emergency control center guy for directions to the hospital. I was by this time quite distressed and pronounced the name of the hospital wrongly. The guy in the control center told me there was no such hospital in Klang, so I said to him. "Have you sent out an ambulance to the Batu Tiga toll accident site ? No, right? So since you cannot understand were the accident is we are sending the victim to you. This is an emergency can you give me directions to your hospital or not??"

Finally he did.

When we arrived at Klang Hospital I had a hard time looking for the staff to bring a trolley to remove the victim from the car. I asked for assistance from two nurses but did not receive a response. I took a trolley and pushed it to the car, suddenly a hospital aide appeared, then another, as we tried to remove the victims body from the car, it was then that the co-worker who had been cradling the victim in the car said that he has stopped breathing.

The hospital aides rushed the victim into the A&E room and I followed, as he was wheeled in there was no immediate response from the doctors, it was obvious this young man with his whole life ahead of him had died in the car on the way to the hospital.

I was so angry, my words were simple - "Kecuaian pihak hospital menghantar ambulance membantu mangsa ini telah mengecewakan rakyat."

The aide asked me to be calm. How could any human being be calm when face with such stupidity and total lack of regard for human life? The aide showed me the IC and asked me to confirm if this was the victim. I confirmed. I briefly saw the name Mohd Yusry and his age was somewhere in his mid- twenties.

As I walked away from the A&E room in disgust I saw the control center. A guy was sitting in it with a female nurse looking at a computer (very close and comfy).

I approached him and asked if he was the person who took my calls, he knew my name and I asked him for his, he declined. I asked him why he did not dispatch an ambulance to which he replied something brash.

I asked him if he was happy as the victim was unnecessarily dead and that I am going to ensure that his lackadaisical attitude to his job was brought to the public attention. I asked him for his name again along with the nurse who was sitting next to him "playing" with the computer. He refused to give it to me. Feeling very frustrated I called Salamat Dollah and informed him that regretfully the road accident victim a young Malay man had died in the car on the way to the hospital and that no ambulance had been dispatched.

This is not the first time I have called for an ambulance and used the 999 services. Every time I have called for an ambulance it has never arrived, never. Why??

This is the first road accident victim I have helped who has actually died. Everyone else I have helped before this has survived.

THE ISSUES THAT NEED TO BE ADDRESSED ARE:

1) The strategic location of a free government hospital able to deal with serious road accident trauma in Shah Alam (densly populated area with much traffic activity).

and/or

1.1) Emergency response centers created where the Balai Bomba have special ambulances and police squad cars for dispatching purposes only to accident / incident locations and to the nearest hospital / balai police (ambulances need NOT be parked permanently at hospitals).

2) Road signs giving clear and proper directions to hospitals (there are hardly any such signs).

3) Special Emergency Exits through toll gates. And signs declaring their existence + a phone number to call ahead so that they can be opened.

4) The name of the Highways, Elite, Kesas, Federal etc clearly advertised so that road users are able to identify their location under emergency circumstances.

5) Professionally trained personnel with various languages who have true empathy and value the human life, manning emergency response centers. Who consistently answer calls on the first or second ring.

6) An emergency station located at the emergency parking lot with a big sign above it (similar to the car jockey service at hotels) to receive patients. That is manned 24 hours a day, never ever left unattended.

7) An ISO response time from the time you send out an SOS call to 999 you will receive the assistance you need within 15 min.

These are my simple suggestions. Life is precious and should be preserved above all else. Without regard for one another what kind of country are we leaving for our children to inherit ??

BEBERAPA ISU YANG DIHADAPI OLEH PEJABAT TANAH DAN
JAJAHAN PASIR MAS DAN MAJLIS DAERAH PASIR MAS
ISU-ISU

1. Kekurangan Pegawai dan Kakitangan

Di Pejabat Tanah dan Jajahan

i. Kekurangan seorang Penolong Ketua Jajahan disebabkan pertukaran En. Azman b Awang, Pen Ketua Jajahan (Pembangunan II) ke Majlis Daerah Gua Musang sebagai Setiausaha.

ii. Dua orang Pegawai Petempatan telah dipinjam ke Pejabat Istana Balai Besar.

iii. Kekosongan Penggawa Daerah Rantau Panjang sejak tahun 1998.

2. Di Majlis Daerah Pasir Mas (MDPM)

2.1. Majlis Daerah Pasir Mas mempunyai 2 orang pegawai iaitu Setiausaha bertempat di Pejabat Majlis Daerah Pasir Mas dan Penolong Setiausaha ditempatkan di Rantau Panjang. Setiausaha yang sedia ada telah bertukar ke Pejabat Menteri Besar pada tahun 1996 belum diisi sehingga kini. Memandangkan beban tugas Majlis Daerah Pasir Mas terutama perhatian perlu ditumpukan juga di Rantau Panjang maka pegawai telah ditukar harap perlu diganti. Tambahan dengan perkembangan semasa Pekan Rantau Panjang ke arah Kawasan Bebas Cukai maka tumpuan khusus mengenai Rantau Panjang perlu diberi keutamaan.

2.2. MDPM menghadapi masalah kewangan yang serius. Ini adalah kerana kawasannya yang luas, penduduknya yang ramai serta kakitangannya yang agak besar, oleh itu perbelanjaan mengurus sangatlah tinggi. Geran keseimbangan yang diterima adalah hanya sebanyak RM433,405.00 dan jumlah ini tidak setimpal dengan kewangan MDPM berbanding Majlis Daerah lain yang lebih kecil tetapi mendapat peruntukan yang lebih besar daripada MDPM.

2.3. MDPM juga menghadapi kekurangan kakitangan yang begitu ketara di mana kakitangan tidak dapat ditambah mengikut keperluan semasa. Jumlah kakitangan ini tidak bertambah sejak berpuluh tahun dahulu lagi. Keperluan kakitangan adalah dalam bidang teknikal, penguatkuasaan, pegawai penilaian, pembantu undang-undang dan buruh. Seringkali elaun lebih masa tertangguh berbulan-bulan untuk dibayar. Ini kerana masalah kewangan yang serius yang dihadapi oleh Majlis.

2.4. MDPM juga menghadapi masalah di mana Pasir Mas tidak mempunyai pasarnya sendiri yang sekarang cuma menumpang di tanah KTM yang berbentuk pasar sementara sahaja. Adalah menjadi sesuatu yang aneh Jajahan yang kedua selepas Kota Bharu tetapi tidak mempunyai bangunan pasarnya sendiri. Ketiadaan pasar ini menyebabkan peniaga berniaga secara berselerak dan amat sukar dikawal. Keperluan untuk membina pasar yang sesuai di samping perhentian bas dan teksi memerlukan tapak dan perbelanjaan yang sangat besar. Pemilihan tapak pasar masih belum muktamad. Beliau berharap Kerajaan negeri dapat memberi peruntukan bagi mengambil balik tanah untuk dijadikan tapak pasar dan peruntukan dalam bentuk pinjaman.

2.5. Mengenai sistem perlongkangan, Bandar Pasir Mas sering dinaiki air walaupun hujan tidak lebat. Sistem perlongkangan yang ada telah ketinggalan zaman dan tidak sesuai menampung hujan yang banyak. Untuk mengatasi masalah perlongkangan dan banjir ini memerlukan peruntukan berjumlah RM23 juta. Beliau berharap Kerajaan dapat menimbang peruntukan di bawah Rancangan Malaysia Ke Lapan

2.6. Mengenai sistem lalulintas pula, oleh kerana Bandar Pasir Mas ada lintasan keretapi yang masih menggunakan sistem lama maka ‘traffic jam’ selalu berlaku terutamanya di musim-musim perayaan. Satu ‘Skim Penyuaraian Trafik’ perlu dibentuk supaya kenderaan tidak melalui pusat bandar untuk ke Rantau Panjang atau ke Kota Bharu.

2.7. Dari segi masalah remaja, Jajahan Pasir Mas merupakan antara Jajahan yang tertinggi terlibat di dalam penagihan dadah dan penagihan ubat batuk. Kes-kes boleh dikatakan bertambah walaupun dalam bentuk kecil. Ini mungkin kerana Jajahan Pasir Mas terutamanya Pekan Rantau Panjang yang berada bersempadan dengan Thailand.

2.8. Beliau memaklumkan bahawa walaupun Jajahan Pasir Mas dipandang sebagai Jajahan Kedua di Kelantan tetapi tahap pembangunan adalah perlahan. Satu contoh Pekan Rantau Panjang yang sering dikunjungi pelancong tetapi dari segi tahap pembangunan jauh berbeza dengan Pekan Golok. Kemudahan-kemudahan asas juga seperti jalanraya, sistem perlongkangan dan perparitan, gedung-gedung perniagaan di dalam keadaan yang kurang sempurna.

2.9. Berkenaan dengan kawasan Bebas Cukai Rantau Panjang, MDPM telah berhubung dengan pihak-pihak tertentu mendesak supaya Kerajaan Persekutuan mempercepatkan perishtiharan Pekan Rantau Panjang sebagai kawasan Bebas Cukai. Dengan dijangka hasil pulangannya sebanyak RM500,000.00 sebulan. Kertas kerja untuk melantik MDPM sebagai Pihak Berkuasa Zon Bebas Cukai telah dipersetujui oleh Kerajaan Negeri. Ini sebagai mematuhi Akta ‘Free Trade Zone 1990’.

2.10. Sistem parking secara bermeter MDPM akan dilaksanakan oleh MDPM dijangka memperolehi pendapatan sebanyak RM15,000.00. Parking bermeter ini dibuat bukan bertujuan untuk sumber kewangan sahaja, yang utamanya adalah untuk mendisiplinkan pemandu-pemandu kenderaan yang suka meletakkan berjam-jam dan menyusun sistem lalulintas.

3. Kompleks Penggawa Rantau Panjang

3.1. Oleh sebab Penggawa tidak ada maka kekosongan rumah penggawa, pejabat ini bercadang memberi sewa sementara kepada individu/swasta. Perkara ini diangkat ke Pejabat SUK dan belum menerima jawapan.

3.2. Sementara itu bangunan Kompleks Penggawa telah uzur benar dan banyak dinding dan stage dimakan anai-anai yang memerlukan kepada pembaikian. Kerosakan lain termasuk atap, tandas, cermin dan dinding playwood. Terdapat pembinaan bangunan sementara di dalam kawasan kompleks dari Kerani Penggawa lepas.

4. Cadangan Rumah Jurutera JKR sebagai Bangunan Tg. Anis Ke III

4.1. Bangunan Tg Anis Ke III telah siap dibaiki dan kelas Tadika telahpun bermula pada 1 Februari 2000. Permohonan telah diangkat tetapi kelulusan belum diperolehi. Sementara itu adalah perlu juga pihak kerajaan menimbang menggantikan bangunan kediaman Jurutera JKR tersebut di tempat lain.

5. Cadangan penubuhan Jawatankuasa Keselamatan dan Sosial Jajahan

5.1. Memandangkan Jajahan Pasir Mas terletak di sempadan dan mempunyai banyak masalah maka dicadangkan penubuhan Jawatankuasa Keselamatan dan Sosial yang terdiri dari Polis, Imigresen, Rela, Kastam, JKR, JPS, Perpaduan dan beberapa lagi jabatan lain yang akan dikenalpasti selepas ini termasuk dari badan NGO.

6. Kemudahan Infrastruktur Di Kawasan Industri APAM

6.1. Kerajaan telah menyediakan tapak Industri APAM seluas 180 ekar sejak tahun 1991 tetapi pembangunan kawasan Industri ini sangat lembab di antara faktor utama ialah tidak ada infrastruktur, terutama jalan masuk dan jalan dalaman, sistem perlongkangan, talian talipon dan kemudahan elektrik.

7. Isu-Isu Semasa Bahagian Tanah

7.1. Kakitangan

7.1.1. Kakitangan yang ada sekarang tidak mampu untuk menyelesaikan kerja-kerja semakin banyak dengan cepat. Ini kerana pembangunan yang melibatkan tanah di Pasir Mas agak banyak berbading dengan keupayaan ‘man power’ di bahagian tanah.

7.1.2. Disamping itu, kakitangan bahagian ini juga kekurangan iaitu seorang dipinjamkan ke jabatan lain, menumpukan kepada kerja-kerja segera yang tidak dapat dielakkan.

7.2. Peralatan

Pada masa ini bahagian tanah (Pegawai Petempatan) amat kekurangan peralatan untuk menjalankan tugas seharian. Ini akan menyebabkan kerja menyukat, ploting dan sebagainya sering tergendala. Antara peralatan tersebut adalah:

7.2.1. Tricon (Kompas)

Tricon yang terdapat di bahagian ini tidak mencukupi dan terpaksa menggunakan kompas prismatik yang kurang sesuai digunakan lagi. Disamping itu, tricon itu juga sudah lama dan tidak begitu sempurna. Pihak PTG tidak dapat membekalkan kerana masalah kewangan dan tidak ada stok.

Mesin kira, tape dan peralatan penyediaan plan juga tidak sempurna yang menyebabkan kerja-kerja menyukat tanah untuk milik menjadi lambat.

7.2.2. Kakitangan bahagian tanah juga menghadapi masalah seperti kerusi meja yang lapuk dan rosak. Kerusi yang digunakan sekarang sudah rosak dan amat tidak seusi digunakan lagi.

7.2.3. Rak-rak penyimpanan fail-fail juga perlu disediakan dengan sempurna bagi memudahkan kerja-kerja pemutihan fail-fail permohonan tanah. Dengan 4000 fail yang tertunggak, rak-rak penyimpanan yang sempurna perlu bagi memudahkan fail-fail disusun semula dan memudahkan fail-fail diasingkan mengikut peringkat proses penyelesaian.

7.2.4. Geran kekal juga menghadapi masalah pendaftaran dan ianya tertonggak sebanyak lebih kurang 20,000 geran. Sekiranya kerja lebih masa tidak dibuat adalah agak mustahil pendaftaran dapat dibuat dalam masa terdekat kerana semakan perlu dibuat sebelum ianya didaftarkan bagi mengelakkan kesilapan seperti keluasan baki bagi geran sambungan pengambilan balik. Dianggarkan perbelanjaan sebanyak RM10,000 diperlukan bagi elaun lebih masa tugas kini.

BADAWI - THE BLIND,THE MUTE AND THE DEAF.

Pemimpin yang buta,bisu dan pekak adalah rujukan yang paling tepat untuk dirujukkan kepada imam besar hadhari @ firaun hadhari ini iaitu Abdullah Badawi.

1. BUTA - kerana ia buta terhadap realiti sekelilingnya dimana majoriti rakyat dari segenap lapisan sudah hilang kepercayaan,memandang rendah bahkan malu mempunyai perdana menteri seperti beliau. Rakyat Malaysia sudah menjadi rendah diri,hilang keyakinan dan bangga diri lantaran tingkah laku jelek Badawi ini sebagai PM. Cukup banyak tingkah laku jelek Badawi ini disaksikan oleh rakyat dengan yg terbaru adalah kata-kata penafiannya terhadap pembelian bot mewah di Turkey sebagai “LAPORAN BOHONG DAN MENGARUT SAMASEKALI” beserta dengan muka masam yang mencuka langsung tidak mencermin ciri-ciri pemimpin yang berkeliber dan berjiwa besar.Bukan penafian yang rakyat kesalkan tetapi kata-kata penafian bodoh yang yang terlontar dari mulut dan body language beliau yang memualkan dan memalukan rakyat.

2. BISU – Sikap membisu imam besar hadhari terhadap segala kritikan-kritikan yang membina terhadap dasar pentadbirannya yang merangkumi ekonomi,politik dan dasar luar negara yang pada pandangan mereka-mereka yang pakar adalah merugikan dan meranapkan bahkan ketahap menjual maruah negara tetapi disambut oleh Badawi ini dengan sikap membisu dan membatu dan amat berbangga pula dipanggil sebagai elegence silent yang mana pada hakikatnya adalah sikap hipokrit yang meloyakan.Tapi sikap membisu yang hipokrit ini akhirnya terburai apabila ia mengucapkan kata-kata “ JANGAN MENGUJI KESABARAN SAYA” “SAYA ADALAH PERDANA MENTERI”dan akhirnya terlontarlah perkataan yang terkeluar dari lubuk hatinya yang bersih itu dengan merujuk Mahathir PM Malaysia yang paling cemerlang dan berjaya dan paling dekat dihati rakyat itu sebagai sebagai “IBLIS” dan “ORANG TUA YG TELAH MENABURKAN PASIR KEDALAM PERIUK NASI MENANTUNYA KHAIRY”. Sikap membisunya yang terkini adalah tentang penyiaran gambar meraba seorang tetamu (Michele Teoh?) dalam satu majlis monsoon cup.

3. PEKAK – Pekak badak yang diamalkan oleh Badawi dalam menangani segala macam rintihan dan masalah rakyat jelata telah menyebabkan malapetaka bertimpa kepada kehidupan rakyat marhain.Bermula dengan kenaikan mendadak harga petrol 30 sen (paling tinggi dlm sejarah) dan dinaikkan pula ditengah-tengah malam buta telah menyebabkan inflasi yang melampau ditambah pula dengan ketiadaan pendapatan tambahan atau kenaikan gaji disebabkan oleh kebekuan dan merudumnya aktiviti- aktiviti ekonomi hasil dari dasar ekonomi yang cemerlang,gemilang dan terbilang oleh Badawi dan penasihat-penasihat pintar dari kaum keluarganya.Terbaru adalah kenaikan tol sehingga 60% telah menyebabkan warga KL tercekik. Pekak badak Badawi mencapai ketahap maksimun apabila ia mengambil sikap berdegil terhadap pandangan dan kritikan terhadap idea bodoh dan menjahanamkan negara dan bangsa melayu iaitu penggabungan NST dan Utusan Melayu dan lain-lain idea penggabungan yg merugikan seperti penggabungan syarikat-syarikat perladangan yg dibantah oleh PNB.

Apakah motif Badawi utk bersikap buta,bisu dan pekak terhadap segala kritikan dan rintihan rakyat Malaysia..Jelas Badawi ada agenda tersendiri dan memegang kata-kata pepatah melayu lama ‘ALANG-ALANG MENYELUK PEKASAM BIAR SAMPAI KEPANGKAL LENGAN”.

Saya sebagai rakyat biasa teramat ternanti2 hasil buah fikiran YB Dato'. Bukan apa, sebagai anak Kelantan yg duduk KL ni nak juga mencari point2 bernas utk membuka minda rakan2 yg atas pagar.

Rakan2 UMNO dah tak makan sangat apa yg kita cakap. Namun kita usahakan juga membuka minda mereka. Pasal puak2 UMNO KL bijak2 skit. Hok duduk kampung tu susah skit.. pasal terlalu banyak termakan budi subsidi (wal hal itu memang hak mereka)

Will Singapore benefit from the merger of Golden Hope Plantations Berhad, Kumpulan Guthrie Berhad and Sime Darby Berhad?

Well, the answer is a definite YES, if you look at recent trends. The merger itself is modeled after Singapore 's various mergers and acquisitions.

We all know that Singaporean companies, including the Government's investment arm, Temasek have been eating into Malaysia. We lost Pantai Holdings. Then they ate into Southern Bank Berhad and a number of other large companies. Even some parts of Bangsar are now owned by Singaporeans. We know they will be a major partner in the development of the South Johor Economic Region (SJER). Soon, Singapore will control Malaysia's economy and with that, we will be politically subservient to the island republic.

So how will Singapore benefit from the merger of Golden Hope, Sime Darby and Guthrie. Well, it's easy. Lets do the maths.

Under the merger proposal, Permodalan Nasional Berhad will hold 45 percent shares in the merged entity, while 10 per cent will be held by the Employees Provident Fund. The other 25 percent will be the public spread while the remaining 20 per cent will be opened for foreign participation, in the name of globalisation.

So there's every likelihood that Singapore, with the help from some of its "friends" in the Prime Minister's Office, will buy the 20 per cent shares. They will also make an attempt to buy the shares available in the open market.

Imagine if Singapore manages to buy another 20 per cent shares available in the market. It will then hold 30 per cent. Simple logic dictates that when a foreigner buys substantial equity in a company, he would most certainly want a representation in the Board. If that happens, the Board will not be able to make any decision favouring the Bumiputeras as it will be rejected by the foreign Board member. It has to be kept in mind that the PNB was founded to narrow the disparity in equity ownership between the Bumiputeras and non-Bumiputeras.

If the Government allows foreign participation in the merged entity, then the end-losers will be the Bumiputeras.

It is more and more evident now that our present Government is a Government of contradictions While it says that it wants to increase Bumiputera equity from the current 18 per cent to 35 per cent as stated in the New Economic Policy, its actions suggest that it is doing the opposite – reduce Bumiputera participating in the country's economy.

The Government's decision to allow the merger is mind-boggling as all three companies are making profits. These profits are used to pay dividends to Bumiputeras who purchase unit trusts issued by PNB through Amanah Saham Nasional, Amanah Saham Bumiputera etc.

If these companies are running at a loss, then a merger would seem logical. But they are making profits and they pay high dividends to their shareholders including PNB (read Government and Bumiputeras)

Merging the three companies into a single entity promises nothing. It will be a messy affair. At the moment, these companies, maybe with the exception of Sime Darby, are focused on their core competencies. Golden Hope is a fully integrated plantation company while Guthrie concentrates on plantations and property.

Merging them into a conglomerate is akin to the age-old saying of putting all the eggs in a single basket. When the basket falls, the eggs will break. You will be left with empty shells.

The merged entity will be a mess. It will be running all sorts of businesses ranging from hospitals to tyre production to sales of heavy equipment. Perhaps, Prime Minister Datuk Seri Abdullah Ahmad Badawi needs to be told that conglomerates are out of fashion. Companies now focus on their core competencies. Large companies like Toyota and Microsoft ventured into other businesses unrelated to their core activities. But they failed. They are successful today because they divested their non-core businesses to focus on what they know best.

The entire merger proposal of Sime Darby, Golden Hope and Guthrie reeks of a scandal involving the highest officials of the Crown. The Abdullah-led Government, although claiming to be more transparent than the previous Government, has not been transparent at all in this merger proposal.

So who is behind it? Already there are many speculations linking the merger idea to members of Abdullah's family. Or is it because Synergy Drive Sdn Bhd which is leading the merger exercise is headed by Nazir Abdul Razak, the brother of Deputy Prime Minister Najib Tun Razak?

Is this nepotism of the highest degree? Have we given the proposed merger another thought?

I wonder why the DAP, PAS and Keadilan are simply quiet about this whole issue. This is a national issue which has to be addressed. They must put on record their opposition to this move. Then at least when the move proves to be a disaster in a few years, they can turn around and say "I told you so"!
